Vernon lies in the rolling hills of Tolland County, a town set off from Bolton in 1808 that grew to encompass the former mill city of Rockville and the villages of Talcottville and Dobsonville. Its fortunes were made by water — specifically the Hockanum River, which drops some 283 feet in a rush of cascades over a mile and a half, an unusual concentration of water power that made Vernon one of the great textile centers of nineteenth-century Connecticut.

That power built Rockville. Beginning with the Rock Manufacturing Company, the first mill on the river, a booming woolen industry rose along the Hockanum, and Rockville became a small but prosperous mill city renowned for the quality of its cloth — so fine that the wool for the inaugural suits of Presidents McKinley and Theodore Roosevelt was woven here. The brick mills, the mansions of the mill owners, and the dense streets of worker housing still define Rockville’s historic district, a remarkably intact record of the textile era that lasted until the last mill closed in 1951.

When the mills fell silent, Vernon found new life along the highway. Interstate 84 was pushed through the town in the postwar years, and Vernon filled in as a suburban community, its commercial center shifting toward the interchanges and the busy junction known as Vernon Circle. As the home of the Rockville Superior Court, Vernon also serves as the legal center for much of Tolland County — the place where motor-vehicle and other matters from the surrounding towns are heard.

That central role keeps Vernon’s roads busy. Interstate 84 crosses the town, and Routes 30 and 83 carry heavy local traffic, meeting near Vernon Circle, long one of the better-known traffic features in the region.
