Get to Know the Area

Torrington, Connecticut

Torrington is the largest city in Litchfield County and the commercial heart of Connecticut’s northwest corner, set on the upper reaches of the Naugatuck River. First settled in 1737, it grew from a hill-country farming town into a manufacturing center as the nineteenth century arrived, drawing on the river’s water power and the railroad that followed it up the valley. The result was a working industrial city of brick mills and a dense downtown — a different kind of place from the rural hill towns that surround it, and the seat of the region’s courthouse.

Brass made Torrington’s name. It was here that Israel Coe established the first brass-kettle works in the United States, and the brass industry — alongside the manufacture of needles, tacks, woolen cloth, and millwork — turned the town into one of the industrial powerhouses of the Naugatuck Valley. Generations of immigrant workers came for the factory jobs, and the mills along the river shaped the city’s neighborhoods and its character well into the twentieth century.

Torrington has also given the nation figures of real consequence. The abolitionist John Brown, whose raid on Harpers Ferry helped ignite the Civil War, was born here in 1800, and Samuel J. Mills Jr., a founder of the American foreign-missions movement, was a native son as well. Downtown, the restored Warner Theatre — a grand 1930s movie palace — anchors the historic district and serves as the cultural centerpiece of the region, drawing audiences from across the hills.

As a regional hub, Torrington draws traffic from all directions. Route 8 climbs the Naugatuck Valley to its northern end near the city, and Routes 4, 202, and 183 fan out toward the surrounding towns, funneling commuters, shoppers, and through travelers into and out of the city. These corridors carry steady traffic and see regular enforcement, and citations are common along them. We follow these roads and the equipment used on them, which is generally where the violations described below begin.
