Monroe occupies a stretch of the lower Housatonic Valley in eastern Fairfield County, a town that grew out of the farming districts of its older neighbors to the south. Settlers from Fairfield and Stratford pushed up into the area around 1720, establishing the village of Stepney as a productive farming community, and the wider town was incorporated in 1823 and named for James Monroe, the sitting president. For all that open space, Monroe has grown over the past several decades into a busy bedroom community for the cities to the south. Its historic depot village at Stepney, with more than a dozen pre-twentieth-century buildings, recalls the era when the Housatonic Railroad ran through, but the town’s daily life now revolves around its schools, its neighborhoods, and the steady commute toward Bridgeport and beyond.

That commute concentrates on one main artery. Route 25, which runs as Main Street the length of Monroe from Upper Stepney down to the Trumbull line, is the town’s spine and carries heavy daily traffic toward Bridgeport, with Routes 110 and 111 feeding into it.
