Lisbon is a small town in eastern Connecticut’s New London County, set on the narrow strip of land between two rivers — the Shetucket on the west and the Quinebaug on the east — just upstream from Norwich, of which it was once a part. It separated and incorporated in 1786, taking, unusually, the name of the Portuguese capital. Its older identity lingers in the village name of Newent, the ecclesiastical society founded in 1723 and named for the English town of Newent that many of its early settlers had left behind.
For most of its history Lisbon was a rural community of farms supplemented by small mills, including wool and silk factories that drew on the power of its rivers. One piece of that industrial age stands out: the Taft Tunnel, cut through a hill along the Quinebaug for the Norwich-Worcester Railroad in 1837. Regarded as the oldest railroad tunnel in America, it still carries trains of the Providence and Worcester line, a working relic of the era when the railroad first linked the port of New London northward toward Worcester and Boston.
In recent decades Lisbon has taken on a new role for the region. Its position at the junction of major roads made it a natural site for large-scale retail, and the town now hosts shopping centers — among them Lisbon Landing — and restaurants that draw shoppers from across eastern Connecticut, Rhode Island, and beyond. The result is a town that pairs a still-rural, historic countryside with a busy commercial district, an unusual combination for a community of its size.
That retail draw concentrates traffic on Lisbon’s roads. Interstate 395 runs through town with the easy on-and-off access that makes the shopping district work, while Route 12 follows the valley and Route 138 crosses east and west. These roads carry heavy regional traffic, especially around the commercial area, and enforcement is steady, with citations common.
