Hartland is one of the high, quiet towns of Connecticut’s northwest hills, an elevated township in the far northeast corner of the old Litchfield County, pressed against the Massachusetts line with Granby to the east, Barkhamsted to the south, and Colebrook to the west. First settled in 1753 and incorporated in 1761, it was originally part of Litchfield County before being transferred to Hartford County in 1796 — a colonial-era reshuffling that left this Litchfield-hills town with a Hartford County address. Like several of its neighbors, Hartland is not a single village but a scattering of settlements: Hartland Center, East Hartland, and West Hartland, separated by ridges and forest.
For most of its history Hartland was a farming town, its families working the thin upland soil and the woods that covered the rest. Agriculture held on as the town’s economic base well into the twentieth century, and the town never industrialized or suburbanized in any real way. The result is a community that remains overwhelmingly rural and green, one of the least developed in the region.
Much of that openness is by design. A large share of Hartland’s land lies within Tunxis State Forest and the protected watershed of the Barkhamsted Reservoir, the great public-water supply that reaches up toward the town from the south. Those holdings, together with the surrounding state forests, have kept Hartland a town of woods, streams, and long views, drawing hikers, anglers, and hunters to its trails and back roads rather than commuters to subdivisions.
What traffic there is rides on a pair of state routes. Route 20 runs east and west through town, connecting Hartland toward Granby on one side and the Riverton area on the other, while Route 179 crosses north and south. These are open country roads where speeds rise, and they see periodic enforcement, with citations turning up along the faster stretches.
