Haddam, Connecticut

Haddam holds a distinction shared by no other town in Connecticut: it is the only one cut in two by the Connecticut River, with residents living on both banks. On the west side lie Haddam village and the busier crossroads of Higganum; on the east side, reached only by leaving town and crossing elsewhere, sits the quiet peninsula of Haddam Neck. The town was established in 1668 and named for the English village of Much Hadham, associated with the family of John Haynes, Connecticut’s first governor — a colonial pedigree that runs through the old river settlement.

The river shaped everything about early Haddam. Its people built ships along the banks, worked the famous shad runs that came up the Connecticut each spring, and quarried the hard granite that outcrops throughout the town, shipping stone down the river by the boatload. The town’s standing was high enough that when Middlesex County was created in 1785, Haddam was chosen to share the county seat with Middletown, an arrangement that lasted more than a century and left Haddam with a courthouse and jail among its landmarks.

The twentieth century brought one dramatic chapter on the eastern bank. In 1968 the Connecticut Yankee Atomic Power Plant began generating electricity at Haddam Neck, running for nearly three decades and producing billions of kilowatt-hours before it was shut down and dismantled in the years after 1996. Apart from that interlude, Haddam has stayed largely rural and wooded, a town of river views, state forest, and small village centers that has resisted heavy development.

The town’s traffic concentrates on the river-valley roads. Route 9, the four-lane highway built through the geographic center of town in the late 1960s, carries the bulk of through traffic between the shoreline and Hartford, while Route 154 — the old Saybrook Road, once Route 9A — winds along closer to the river, and Route 81 climbs south toward Killingworth. These roads see steady enforcement, with citations common on the faster stretches. We follow these corridors and the equipment used along them, which is generally where the violations described below begin.
