Cromwell occupies a stretch of the lower Connecticut River valley in Middlesex County, just upstream from Middletown, of which it was once a part. For two centuries it was known as the “Upper Houses” or Upper Middletown — the northern farming and shipping district of its larger neighbor — before the state recognized it as the independent town of Cromwell in 1851. Its riverfront location shaped its early economy, giving it landings and a brownstone trade along with the farms that filled the valley.

Industry followed. In 1843 John and Elisha Stevens founded the J & E Stevens Company, which grew into one of the country’s great makers of cast-iron toys and the mechanical penny banks that collectors still prize today. But the enterprise that truly transformed the town came from a Swedish immigrant named Andrew N. Pierson, who arrived in the early 1870s and built A.N. Pierson’s Inc. into the largest commercial rose-growing operation in the United States. His greenhouses spread across Cromwell, earned him the title “Rose King of America,” and gave the town an identity tied to flowers and glass long after the toy works had faded.

That blend of industry, agriculture, and river-valley setting still marks Cromwell today, though it has become largely a suburban community in the Hartford–Middletown orbit. Its best-known modern landmark is TPC River Highlands, the golf course overlooking the river that each summer hosts the Travelers Championship, drawing the PGA Tour and large galleries to town for one of Connecticut’s premier sporting events. For a town of its size, Cromwell punches well above its weight on the calendar of regional events.

All of that activity feeds onto a small number of heavily used roads. Route 9 runs north and south through Cromwell along the river corridor, a high-speed state highway that carries commuters between Hartford and the shoreline, while Route 372, known locally as West Street, runs east and west toward Berlin and the interstate. These roads see constant traffic and steady enforcement, and citations are common on the fast-moving stretches.
